the basic National horizontal and vertical networks of geodetic control and provides governmentwide leadership in the improvement of geodetic surveying methods and instrumentation, coordinates operations to ass ure network development, and provides specifications and criteria for survey operations by Federal, State, and other agencies. NGS engages in research and development for the improvement of knowledge of the figure of the Earth and its gravity field, and has the responsibility to procure geodetic data from all sources, process these data, and make them generally available to us ers through a central data base. NOAA Technical Memorandums and Some special NOAA publications are sold by the National Technical In formation Service (NTIS) in paper copy and microfiche. Orders sh ould be directed to NTIS, 5285 Port Royal Road, Springfield, VA 22161 (telephone: 703-557-4650). NTIS customer charge accounts are invited; some commercial charge accounts are accepted. When ordering, give the NTIS accession number (which begins with PB) shown in parentheses in the following citations. Paper copies of NOAA Technical Reports that are of general interest to the public, are sold by the (telephone: 202-783-3238). For prompt service, please furnish the GPO stock number with your order. If a citation does not carry this number, then the publication is not sold by GPO. All NOAA Technical Report may be purchased from NTIS in hard copy and microform. Prices for the same publication may vary between the two Government sales agents. Although both are nonprofit, GPO relies on some Federal support whereas NTIS is self-sustained. a network of about 1,300 designated libraries. The Ratio-type Estimators of Variance with Minimum Average Square Error

The ratio-type estimators have been introduced for estimating the mean and total population, but in recent years based on the ratio methods several estimators for population variance have been proposed. In this paper two families of estimators have been suggested and their approximation mean square error (MSE) have been developed. In addition, the efficiency of these variance estimators are com...

Optimality of Quasi-Score in the multivariate mean-variance model with an application to the zero-inflated Poisson model with measurement errors

In a multivariate mean-variance model, the class of linear score (LS) estimators based on an unbiased linear estimating function is introduced. A special member of this class is the (extended) quasi-score (QS) estimator. It is “extended” in the sense that it comprises the parameters describing the distribution of the regressor variables. It is shown that QS is (asymptotically) most efficient wi...

An Empirical Comparison of Performance of the Unified Approach to Linearization of Variance Estimation after Imputation with Some Other Methods

Imputation is one of the most common methods to reduce item non_response effects. Imputation results in a complete data set, and then it is possible to use naϊve estimators. After using most of common imputation methods, mean and total (imputation estimators) are still unbiased. However their variances (imputation variances) are underestimated by naϊve variance estimators. Sampling mechanism an...

Efficient Simulation of a Random Knockout Tournament

We consider the problem of using simulation to efficiently estimate the win probabilities for participants in a general random knockout tournament. Both of our proposed estimators, one based on the notion of “observed survivals” and the other based on conditional expectation and post-stratification, are highly effective in terms of variance reduction when compared to the raw simulation estimato...

An Application of Non-response Bias Reduction Using Propensity Score Methods

‎In many statistical studies some units do not respond to a number or all of the questions‎. ‎This situation causes a problem called non-response‎. ‎Bias and variance inflation are two important consequences of non-response in surveys‎. ‎Although increasing the sample size can prevented variance inflation‎, ‎but cannot necessary adjust for the non-response bias‎. ‎Therefore a number of methods ...

On Mathematical Characteristics of some Improved Estimators of the Mean and Variance Components in Elliptically Contoured Models

In this paper we treat a general form of location model. It is typically assumed that the error term is distributed according to the law belonging to the class of elliptically contoured distribution. Some sorts of shrinkage estimators of location and scale parameters are proposed and their exact bias and MSE expressions are derived. The performance of the estimators under study are compl...
